Construction Manager

Construction Manager Mountain Home Air Force Base, ID 83648 System One is seeking a Construction Manager to primarily review the design-builder's submittals and observe and document their work progress.
The candidate hired shall understand and fully comply with the principles of Federal contracting, including contract administration in accordance with the Federal Acquisition Regulation (FAR), the General Services Administration Acquisition Manual (GSAM), and the Public Buildings Services acquisition policy.
The Construction Manager shall follow the Construction Management Association of America's (CMAA) - Construction Management Standards of Practice.

$40 - 56/hr.
Salary will be commensurate with experience.
Work schedule:
7am - 4pm or 8am-5pm to start with potential to change to a 9/80 or 4 x 10 work schedule once the Construction phase starts A rental car will be provided or reimbursed to the candidate hired.
Since the closest big city is Boise and is 1-hour away, and the candidate will be held to 40 hours per week, their drive time to the site will be paid time.

Design Phase:
November 2023 - February 2024 (roughly 4 months) Part-Time, Up to 24 hours a week Construction Phase:

September 2024 - October 2024 (roughly 2 months) Full Time, 40 hours a week Construction Manager
Responsibilities:
Design Phase Tasks:
Attend A/E design meetings as necessary and prepare meeting minutes.
Verify design submissions for constructability and the comply with the design-build contract (four submittals of drawings, specifications, etc.
).
Review and comment on the project's construction work sequence plan, emphasizing constructability and logistics issues.
Construction/Closeout Phase Tasks:
Organize project file and folder structure.
Schedule and conduct weekly progress meetings and provide written minutes of meeting.
Review the design-builder's progress schedule.
Review Design-Builder's submittals and/or shop drawings.
Assist in the development of change orders.
Immediately notify the PM of any potential problem, claim, or change order.
Monitor the design-builder's progress; prepare daily reports; draft construction and/or safety deficiencies notices.
Review Design-Builder's payment breakdown for acceptability.
Schedule and coordinate Pre-Construction Conference Use GSA's Kahua Project Management Software to upload and track submittals and workflows.
Maintain Integrated Master Schedule and review CPM schedule.
Maintain project records using applicable GSA forms, electronic tools, and standard procedures.
Maintain submittal log for all construction submissions.
Track and maintain defects, errors, and omissions in the work.
Maintain Request for Information (RFI) log and monitor the RFI process.
Assist with researching claims and disputes at the contracting officer level.
Attend weekly progress meetings with the project delivery team.
Review the construction progress report to confirm the construction contractor's payment requests.
Prepare independent cost estimates and assist with preparing change order packages review for change requests and/or substitutions.
Maintain running account of funds designated as the construction contingency allowance.
Monitor and inspect the design-builder's compliance with current safety regulations, standards, and project safety plan.
Maintain site records on the design-builder's compliance with labor standards requirements of the construction contract(s), which may include Davis Bacon.
Participate and support in Commissioning.
Schedule, coordinate, and perform periodic field inspections of all work.
Ensure that the Design-Builder maintains a marked-up set of as-built drawings.
Conduct a pre-final walk-through with GSA and DAF to determine substantial completion.
Assist in conducting follow-up inspections to administer the resolution of outstanding punch list items.
Assist in preparing for system training, inventory, testing, and inspection operations.
Review the final as-built drawings and specifications.
Review and comment on the CxA re-commissioning manual, preliminary commissioning record, and preliminary systems manual.
Summarize total project costs in a final report, listing all change orders and identifying any unresolved issues that may provide cost impacts.
Prepare post-construction/project closeout documentation.
Assist the design-builder and DAF with establishing a turnover plan.
Construction Manager Requirements:
Education:
A bachelor's with seven (7) years of experience or an associate degree with ten (10) years of experience in engineering, architecture, or construction management from an accredited university.
Proven work experience in construction management, electrical, and civil engineering construction is required.
Experience in EV charging station installation is a plus.
Experience working on Federal projects is a plus.

Achieve the best quality, value, and life cycle cost (LCC) while controlling schedule and budget.
Measures taken by the CMa to anticipate problems and delays to minimize or eliminate their adverse impact to the project schedule, budget, and approved design.
Take initiative and act promptly to resolve conflicts, mitigate circumstances that could lead to claims, and keep GSA advised of any potential disputes and project delays.
Exercise due diligence to ensure that the project meets applicable requirements, codes (IBC, NEC, NFPA, etc.
), regulations, standards, and the project construction documents.
